Description
The Delivery Manager is an adaptable, results-oriented leader within the Chief Technology Officer organization who takes full ownership of the end-to-end execution of complex application initiatives, digital projects, enterprise integrations, and technology transformation efforts. Serving as the engine of execution, this role converts strategic priorities into actionable delivery roadmaps and keeps multidisciplinary teams aligned, unblocked, accountable, and focused on measurable business outcomes from inception through rollout and stabilization.
Because the Technology portfolio spans different business needs, delivery models, and levels of complexity, the Delivery Manager must be highly versatile. The role selects and applies the delivery framework best suited to each initiative, including fast-paced Agile Scrum or Kanban practices, structured milestone-driven Waterfall or phase-gate methods, and hybrid models for enterprise integrations and legacy initiatives. The Delivery Manager provides day-to-day delivery leadership and work direction for assigned team members, including employees and contractors, while partnering closely with Product, Engineering, Enterprise Architecture, Information Security, Data, Infrastructure, Finance, Procurement, vendors, and business stakeholders.
Responsibilities
- Own the execution of roadmap and end-to-end delivery lifecycle for assigned technology projects and initiatives, from inception, discovery, and planning through build, testing, rollout, stabilization, operational transition, and post-implementation review.
- Develop and maintain integrated delivery plans that define business outcomes, scope, milestones, schedules, budgets, resources, dependencies, decision points, acceptance criteria, and key performance indicators. Establish realistic delivery timelines using sprint plans, release plans, Gantt charts, milestone maps, or other fit-for-purpose planning techniques.
- Lead cross-functional planning and execution across Product, Business Analysis, Quality Assurance, Engineering, Architecture, Data, Infrastructure, Security, Operations, business teams, and external partners.
- Provide delivery leadership and work direction to assigned Business Analysts and Quality Assurance team members, including employees and contractors; clarify priorities, balance capacity, remove barriers, and support consistent practices and quality standards.
- Partner with team members to align delivery roadmaps, manage scope, forecast resource capacity, balance priorities, sequence dependencies, establish realistic commitments, and define release and business-readiness criteria.
Additional Responsibilities
- Select, tailor, and apply the delivery framework best suited to the constraints, scope, risk, and goals of each initiative, including Agile Scrum or Kanban, Waterfall, phase-gate, or hybrid models. Facilitate the appropriate team governance, including stand-ups, planning sessions, backlog reviews, demonstrations, retrospectives, structured project checkpoints, stage-gate reviews, steering meetings, and milestone tracking.
- Manage scope, schedule, resource forecasts, and change control; identify variance early and present recovery options, trade-offs, and decisions to leadership.
- Maintain delivery plans, dependency maps, RACI matrices, decision logs, status reports, release plans, and lessons learned.
- Actively identify, assess, track, and mitigate risks, system dependencies, delivery constraints, and timeline blockers. Remove impediments, establish clear ownership and target dates, and implement escalation, contingency, and recovery plans to keep cross-functional teams moving efficiently.
Continued Responsibilities
- Coordinate quality planning, test strategy, defect management, user acceptance testing, release readiness, deployment, rollback planning, operational handoff, and hypercare to support reliable production outcomes.
- Ensure technology initiatives incorporate applicable architecture, cybersecurity, privacy, data governance, accessibility, legal, compliance, and internal control requirements throughout the delivery lifecycle.
- Manage vendor and system-integrator delivery, including milestones, deliverables, dependencies, acceptance, and escalation in partnership with initiative assigned leads.
- Act as delivery bridge and provide clear, concise, data-driven status updates tailored to the initiative's delivery framework, including progress against plans, budget tracking, forecast changes, delivery metrics, quality, risks, decisions needed, dependencies, and business readiness.
Added Responsibilities
- Establish and monitor fit-for-purpose delivery metrics, including milestone predictability, release schedule, blocked work, defect leakage, resource capacity, and outcome realization. Evaluate delivery pipelines and team dynamics to improve transparency, operational efficiency, and decision-making.
- Foster a transparent, respectful, and accountable environment where risks and problems are raised early, conflicts are resolved constructively, decisions are documented, commitments are realistic, and teams continuously learn and improve.
- Support as needed portfolio planning, initiative intake, prioritization, capacity planning, and sequencing to align delivery commitments with roadmaps and available capabilities.
- Coach teams and stakeholders on effective delivery practices across Agile, Waterfall, phase-gate, and hybrid environments, including facilitation, estimation, milestone planning, dependency management, risk management, conflict resolution, and use of approved delivery tools.
- Understanding of the software development life cycle, technical architectures, systems integrations, APIs, data flows, cloud-based deployments, cybersecurity, quality engineering, release management, and operational considerations sufficient to manage delivery risks and decisions.
- Strong analytical and problem-solving skills, including the ability to use delivery data and metrics to identify trends, improve predictability, and support decisions.
- Strong facilitation, conflict-resolution, negotiation, and emotional intelligence skills, with the ability to lead through influence, build alignment across diverse teams, and establish accountability without formal organizational authority.
- Other duties as assigned.
Qualifications
- Bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related field, or an equivalent combination of education and relevant experience.
- Three to five or more years of progressive experience in project management, software delivery management, engineering operations, or a related technology delivery role, with demonstrated ownership of complex initiatives from planning through implementation and operational transition.
- Demonstrated experience managing multiple concurrent workstreams, cross-functional teams, distributed teams, and third-party vendors in a matrixed enterprise environment.
- Proven experience successfully executing work using Agile approaches such as Scrum or Kanban as well as structured methodologies such as Waterfall, PMP-aligned, phase-gate, or hybrid delivery models.
- Demonstrated experience with capacity planning, risk management, quality assurance, release readiness, and executive reporting.
- Advanced proficiency with modern project and work-management tools such as Jira, Confluence, Asana, Microsoft Project, or Smartsheet, including sprint and Kanban planning, dashboards, reporting, resource views, and traditional Gantt-chart milestone mapping. Experience with source-control or DevOps platforms is preferred.
- Excellent written, verbal, facilitation, negotiation, and executive communication skills, with the ability to translate complex information for technical and non-technical audiences.
- Ability to work effectively with global and distributed teams across multiple time zones and to manage changing priorities in a fast-paced, results-oriented environment.
- Project Management Professional (PMP), Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), SAFe, or comparable delivery certification preferred.
